initiation fail: Error fetching release information

Hi
i am on Windows and trying to install uvx --from git+https://github.com/github/spec-kit.git specify
i tried with adding my own github-token, --ai cursor-agent --script ps
all same error

│ Python → 3.13.9 │
│ Platform → win32 │
│ CWD → C:\XProjects\20251212LeaveSystem

And it crashes on this line
·Fetch latest release (contacting GitHub API)

but this code works:
uv tool install specify-cli --force --from git+https://github.com/github/spec-kit.git

I have tried so many alternatives.
Is there maybe something wrong in GitHib?
